The Central City Mall opened in downtown San Bernardino in 1972 as an attempt to revitilize the downtown area. The mall was built around the existing Harris Department store (opened in 1927) and included a JC Penney and Montgomery Ward. The large mall was never as popular as the nearby Inland Center mall and in the 1980s area gangs made the Central City Mall a hangout. This sent more shoppers to Inland Center and even sent retailers packing. In 1991 the mall was renamed Carousel Mall and a carousel was added in the east end of the mall. This did little to help the property and by the end of the decade the first major anchor would leave. In 1999 the Harris store, recently acquired by Gottschalk's, closed after the new owners purchased the former May Company store at the Inland Center. In 2001 Montgomery Ward closed all it's retail stores including the Carousel Mall location. A couple years latter Penney's would also close leaving the mall anchorless. In late 2006 plans set in motion to tear down the mall, now reduced to a handfull of small stores and large groups of stores converted to office space, and build upscale houseing and shops in the area in an attempt to revitilize the area. The mall was going to be torn down some time in 2007.
